Vietnam Assigns 899,857 Social Homes — Communist Party Says Housing Is for Living, Not Speculation

HANOI — The Vietnamese government has assigned local authorities targets for 899,857 social and rental apartments between 2026 and 2030, giving substance to an argument its Communist Party leadership has been making all year: housing must serve the people who need somewhere to live, rather than function primarily as an instrument of speculation.

Government Resolution 303, issued on September 30, breaks that total into 708,834 homes intended for sale or rent-to-own under social-housing arrangements and 191,023 rental homes. The resolution fits into the national ambition of at least one million social homes by 2030. These are construction targets, not units already handed to tenants. That distinction will determine whether the policy becomes an improvement in living standards or another impressive announcement.

Housing for use, not financial accumulation

At a May 19 meeting with the government’s Party committee, General Secretary and President To Lam argued that access to safe, affordable housing should be treated as a basic social right. His formulation was unusually clear: housing should be for living, not speculation or asset accumulation. He directed the government to make rentals a long-term pillar, particularly in cities, industrial centres and places where workers’ wages have not kept pace with property prices.

This was not a call to abolish every commercial builder. To Lam described a framework in which the state prepares land, sets standards, supplies financial support and restrains profiteering while other builders participate under oversight. That is a contest over the purpose of development. The housing market can be made to deliver homes—or permitted to manufacture scarcity and rising asset values. Both cannot be its overriding objective.

The numbers reveal the priorities

The September 30 assignment specifies 191,023 rental homes out of 899,857 across the 2026–2030 period. That rental component matters to migrant workers, young families and people without the savings to purchase an apartment, even on subsidised terms. The plan also sets large regional targets, including 181,257 for Ho Chi Minh City and 84,000 for Hanoi.

Targets alone will not stop speculators from capturing subsidies or force developers to build within commuting distance of workplaces. Land availability, infrastructure, transparent eligibility rules and enforceable rent levels are integral to the outcome. Public transport, schools and clinics must accompany new homes: a nominally affordable apartment far from employment can become unaffordable once travel and services are counted.

Party commitments now meet the legislature

On October 15, To Lam told Hanoi’s National Assembly delegation that forthcoming land, housing and real-estate legislation must solve problems encountered in practice while protecting legitimate rights. He urged lawmakers to translate Party decisions into concrete measures rather than legislative promises detached from everyday needs.

It is a useful standard. By 2030, the question will not be whether Vietnam delivered enough speeches about housing, or how much urban land appreciated, but how many secure homes were finished, who received them, and what share of working people’s income the rent demanded. The governing Party has made a measurable commitment. Working households now have a number against which to hold it to account.
