Camo’s imaginary umbrella satirizes the gap between climate-adaptation promises and protection. UNEP’s 4 November 2026 assessment says international public adaptation finance remains far below developing countries’ needs. The cartoon exaggerates that gap; it does not depict a real official or suggest funding is zero.
